5. A washed-up detective in Newark trains five incompetent rookie officers to frame innocent people for crimes they didn't commit as part of an insurance fraud scheme.
6. Five bored Vermont state troopers facing budget cuts must prove their worth by busting a drug ring, but a rival local police force attempts to steal the credit for the arrest.
